Inactivation is a process that lays up a ship for long-term storage in the event of mobilization or for safe storage pending disposal. Ship inactivation typically occurs in the three months preceding the official decommissioning date. Records found here include material from the INACTSHIPFAC, also known as the NISMF (Naval Inactive Ship Maintenance Facility, a Navy holding facility for decommissioned vessels, pending determination of their final fate) in Philadelphia, and its staff. There are Inactivation Guides for Engineering Divisions, Instructions, memoranda, schedules and to-do lists, a training schedule, blank forms requesting an inspection from the INACTSHIPFAC inspector, and Compartment Check-Off Lists used by INACTSHIPFAC inspectors. These Check-Off Lists record cleaning, preservation, removals, and safety measures performed on piping, furnishings, ventilation systems, electrical equipment, and mechanical equipment in each compartment. There are also sample Task Description and Progress Forms, as well as comprehensive Task printouts with summary lists of all inactivation tasks. These records list the estimated time for completion of tasks, dates, and codes. They contain signatures of the Division Officer/NISMF Inspector/ Department Head. A notable document from this sub-series is the 1974 Report of Inactivation, which covers such topics as training, equipment, documentation, workload analysis, personnel management, activities by department, safety, and lessons learned. It also includes a chronology. The inside of the back cover has been signed by several sailors.
