Scope and Contents

This series includes records relating to the management of personnel, including personnel tracking, training, evaluation, and discipline. It excludes material identifiable as belonging to any specific department of the ship. Disciplinary records consist of a list of offenses and punishments awarded at captain’s mast and Report and Disposition of Offense forms. The Performance Evaluation is for M.A. Simmons. The ECO Memorandum File documents the work of the Educational Service Officer (ESO), primarily Ensign J.W. Maher, with some records from J.C. Mattos. It includes handwritten notes, probably speaking notes for a lecture on sailors’ educational advancement options offered by the Navy. There are also memoranda exchanged between the ESO and Executive Officer, as well as Navy educational staff on the ship and off. Topics covered by the memoranda include: ESO policies and procedures; appointment of the ESO; training schools, qualification, advancement examinations, and rating advancement ceremonies; welcome aboard pamphlets, special events; and conflict over use of the ship’s chapel for training.
